The Westminster Foundation for Democracy (WFD) is no benign NGO handing out civic education pamphlets about democracy and good governance. It is a Foreign Office (FCDO)-controlled instrument whose board was handpicked by Foreign Secretary David Lammy, himself a parliamentary supporter of Labour Friends of Israel (LFI), who has accepted over £32,000 from pro-Israel lobbyists, to embed British strategic priorities into Lebanon’s parliament while the IDF burns villages and forces hundreds of thousands from their homes.
As investigative journalist Kit Klarenberg’s MI6 influence operations investigations confirm, the UK government runs similar intelligence-linked influence operations using ostensibly independent organizations to reshape parliamentary climates across multiple countries. Yasmin Qureshi MP serves as chair while Sir Alec Shelbrooke, Wendy Morton, Iain Wright and three other Lammy appointees govern alongside her. All answer to the same state that arms Israel, provides training facilities for the Lebanese Army, and encourages Lebanon to meet the preconditions for an International Monetary Fund (IMF) programme.
Since 2024, the UK has committed over £17 million to support the expanded deployment of the Lebanese Armed Forces, reinforcing their role as the sole legitimate military force of the Lebanese state. This foundation is the civilian wing of a tripartite discipline regime where military force, economic strangulation, and political engineering converge to serve Israeli expansion and Western hegemony at the cost of Lebanese lives every single day.

Iain Wright served as Chairman of Labour Friends of Israel in 2006, the parliamentary lobby group that coordinates pro-Israel messaging across Westminster, where 180 British MPs have received pro-Israel lobby funding. His position on WFD’s Board of Governors links NGO governance directly to organized pro-Israel political machinery operating inside the British state.
The Foundation’s new chair, Yasmin Qureshi, was appointed moments after Lammy repackaged British intervention as constituency outreach. WFD partnered with Germany’s Berghof Foundation on research titled Reimagining the Social Contract in Lebanon. Their early findings are worth examining closely because they reveal how Western NGOs manufacture consent for institutional discipline. The research declares that Lebanese have lost trust in state institutions before capacity collapsed and that the current social contract is one of survival, not rights. These findings are then used to justify top-down institutional reform, technocratic governance, and parliamentary oversight aligned with IMF structural conditions and 3RF reforms, Lebanon Reform, Recovery & Reconstruction Framework.
If citizens do not trust the state, then the solution becomes institutional adjustment rather than mass resistance to foreign pressure. Public anger over shattered infrastructure, medical shortages, and bombed neighborhoods gets channeled into budget scrutiny workshops and anti-corruption legislation that strengthens the very IMF framework demanding privatization and austerity.
Berghof funds third-track local initiatives for service delivery and social cohesion, while EU and German foreign offices fund the project through their Federal Foreign Office, which contributed 32.8% of Berghof’s budget and the EU, which contributed 16.3 percent. This is Western state power disguised as conflict transformation.

The same Berlin and Brussels officials who protected Israel diplomatically while it committed massacre fund programs teaching Lebanese to accept governance reform as the path forward. Track-one high-level dialogue brings influential figures together to discuss political and economic reforms, while Track-two workshops address past grievances by reframing conflict as misunderstanding rather than oppression. The outcome is a depoliticized Lebanon where resistance to Israeli aggression becomes pathological and acceptance of Western conditionality becomes synonymous with democracy itself.
The Tripartite Discipline Regime: FCDO, IMF, and WFD in Tandem
WFD operates under FCDO’s Open Societies strategy, which explicitly frames parliamentary empowerment as a tool for embedding Western security preferences in partner states. The strategy document describes how democratic institutions must be shaped to align with British and American strategic priorities while marginalizing resistance movements that challenge Israeli or NATO interests.
Lebanon is being disciplined through three coordinated arms operating simultaneously, like a military pincer movement, but without visible uniforms. FCDO and the British Ministry of Defense (MOD) handle military security while WFD manages political institutions, both serving Israel’s expansion strategy through a division of labor that leaves resistance isolated and vulnerable.
The first arm is militarized and led by the FCDO and MOD, training the Lebanese Armed Forces while transferring arms and intelligence that secure border regions, which Israel desires for settlement expansion. The UK government directly funds LAF capacity-building projects and the Lebanon CSSF Security Programme, funded by UK government grants that strengthen the army’s readiness for deployment across South Lebanon, including over £17 million committed since 2024.
The second arm is economic and operated by the IMF, which announced in February 2026 that restoring Lebanon’s economic growth will require comprehensive reforms, including debt restructuring, fiscal consolidation, and banking-sector liberalization. The World Bank’s 2025 Lebanon Economic Monitor pushes the same debt restructuring program to achieve debt sustainability while rebuilding citizens’ trust. The UK works with international partners to encourage Lebanon to meet IMF programme preconditions—conditions that are “widely seen as a key step in enacting crucial reforms” according to the UK government itself, but which Oxfam warns historically drive increases in poverty and inequality across the region.
The third arm is WFD’s parliamentary programming itself, which explicitly focuses on pre-legislative scrutiny, post-legislative oversight, independent anti-corruption bodies, and public debt management. Their own annual report confirms that corruption-proofing legislation, ensuring independent agencies and conducting rigorous budget oversight form the backbone of parliamentary anti-corruption roles. This language is IMF code written in NGO forms. Parliament learns to scrutinize budgets in ways that satisfy Brussels and Washington rather than Lebanese voters.
Women and Children Committee capacity building sounds benign until you realize it happens within a framework where austerity cuts health spending, and Israel bombs pediatric wards. The Coordination Framework for Recovery and Reform (3RF) has received hundreds of millions in EU and international financing for critical reforms across 16 sectors, including public procurement and justice. Every parliamentary vote on procurement rules becomes a political act of submission to Western discipline. This does not suggest the promotion of democratic values, but it certainly resembles regime alignment through civilian means.
Hollywood Regime Change in Four Acts: From Serbia to Ukraine to Lebanon
The pattern repeats so precisely that it reads like a doctrinal manual. WFD operated in post-war Serbia, training youth activists who would become the Otpor movement (Resistance) that precipitated Slobodan Milošević’s overthrow in 2000. The Foundation embedded itself in Kosovo and Bosnia while NATO bombs leveled Serbian cities, and the same Berlin and Brussels officials now funding Berghof’s Lebanon program oversaw the collapse of Yugoslav sovereignty.
Then came Ukraine, where WFD trained activists who allegedly became key organisers of the 2004 Orange Revolution and the 2014 Euromaidan uprising that installed a government fully aligned with NATO and EU strategic priorities. The same playbook appears in The Gambia, Uganda, Morocco, Laos and now Lebanon. Every country receives WFD programming alongside IMF conditionality and security-sector reform. Every country sees parliamentary capacity building framed as anti-corruption, while functions actually secure acceptance of austerity and foreign policy alignment.
Now Lebanon becomes the latest theatre where this machinery operates under the banner of democracy, while Israel conducts ethnic cleansing and the UK provides diplomatic cover. WFD’s silence on Israeli massacres in Lebanon versus its loud rhetoric on democratic norms in abstract reveals the hypocrisy completely. The Foundation speaks endlessly about women’s participation and institutional integrity, yet says nothing when those norms are violated by NATO ally Israel or when donors themselves violate international law. Its research legitimizes institutional restructuring that weakens Lebanon’s ability to resist, while its board members conveniently prefer to stay silent about Israel’s devastating military operations in Southern Lebanon. The outcome is a Lebanon where resistance to Israeli aggression becomes pathological and acceptance of Western conditionality becomes synonymous with democracy itself.
If your parliament cannot fund hospitals but can scrutinize budgets according to IMF templates, you have not achieved democracy. What you have achieved is occupation by other means, wrapped in benevolent language, while innocent Lebanese families die in bombed neighborhoods and the Western press refuses to report their names.
This is the final deception. Von der Leyen has explicitly expressed unilateral solidarity with Israel while EU member states, the UN, and international bodies acknowledge the dire humanitarian catastrophe in Gaza. In an October 2023 X post she wrote, “We are friends of Israel. When friends are under attack, we stand by them“, while 842 EU staff members denounced her stance as giving a free hand to war crimes. Her pro-Israel bias disregards international law and the democratic mandate of EU member states, undermining the EU’s moral authority while applying international law as it sees fit.
This is exactly the institutional capture that WFD executes on the ground in Lebanon. The Foundation is the civilian operative in a tripartite regime where military force shatters Lebanese cities, economic strangulation forces compliance through debt and austerity, and political engineering manufactures consent for submission.
European elites like von der Leyen set the pro-Israel course from Brussels, while the UK, with WFD, embeds that alignment into Lebanese parliamentary structures. Every reform workshop, every corruption-proofing session, every social contract interview serves the ultimate end of weakening Lebanon’s sovereignty so that Israeli expansion faces no meaningful resistance. The human cost is measured in displaced families, bombed hospitals, and children who will never know peace. That is the reality behind democracy promotion’s benevolent mask.
