That was a completely unnecessary shooting. The agent put himself in harms way as the driver was attempting to leave. Law enforcement may have that right or duty. But after the agent had moved aside to a safer position, he opened fire with multiple shots in what looks like retaliation rather than self defense. At no time did it appear the driver was deliberately steering toward or targeting agents. The driver didn’t make quick herky jerky movements in backing and accelerating forward, giving me the impression that she was purposely trying not to hurt anyone in her escape. The agent didn’t show any care in avoiding deadly violence. A car is not a weapon, though it can be used as a deadly weapon if that is the intent. The driver showed no intent to use it as a deadly weapon. You could perhaps assume that deadly intent by the driver is implied under the condition that she may not stop even if the agent remains in front of the car. But there is no way to prove that, and the agent moved aside before shooting her. If she had deliberately rammed someone earlier with murderous intent, then perhaps there would be justification to shoot her to prevent further attacks that may be imminent.
