I think you’re partially right on the non_public mention but I think it also means that people in Japan are out in the public about their conversations about Q, where SK and China need to keep it on the down low because of fear from prosecution. There are a lot of Chinese that watch YouTube illegally and are very clued on to whats happening in the real world.
