Property Owners Say City Ignored Years of Warnings About Violent Seattle Encampment (Video)
In this 29 September 2026 published video, KOMO News reports on a group of Seattle property owners who are seeking legal action against the city, filing a notice of claim that accuses municipal officials of ignoring years of warnings regarding a sprawling, violent homeless encampment on 42nd Avenue South in the Rainier Beach neighborhood and of blocking the owners from removing the homeless encampment. According to the land owners, what started as a small group of campers in late 2023 has escalated into a multi-acre encampment filled with RVs, cars, and structures. The encampment is located across public and private property. Property owners state that when they initially tried to clear their land, city officials instructed them not to intervene without police coordination, and subsequently failed to enforce submitted no-trespass orders.
The crisis culminated in late September 2026 after a series of fires, a homicide, a stabbing, and a recent shooting where a man was shot multiple times. Following intense media coverage and the threat of a formal lawsuit, the Seattle Department of Construction and Inspections (SDCI) issued an emergency closure order on September 29, 2026. The order mandates that the unauthorized camping and hazardous debris be cleared by October 6, 2026, at 5:00 PM, after which the city will step in directly to bring the area into compliance. Prior to this emergency order, the city had frustrated owners by threatening them with fines of up to $500 a day for failing to clean up the site themselves.
“This is not homelessness; these are vagrants,” said Jay Wampold, one of the owners who filed a notice of claim against the city last week. “This is private property that we own, and we’ve asked the city to enforce our rights as private property owners, and the city has said no, they’re not going to do it.”
