Governor Gavin Newsom has continuously tied state funding to local jurisdictions implementing explicit anti-encampment policies. Concurrently, California state law SB 634 protects “basic survival” outreach within illegal encampments, making outright sweeps legally complex. Federal data reported by the Department of Housing and Urban Development (HUD) indicates California’s overall unhoused population actually experienced a 3 percent decline, fueled largely by increased state funding and targeted housing placements. Despite these statistical drops, visible street homelessness remains a stark and polarizing challenge for Angelenos.
