A major legislative proposal called the Delivery Protection Act (DPA) has triggered warnings from Amazon that it may relocate its operations outside the city, potentially leading to slower deliveries and higher costs for consumers. The DPA is a controversial bill aimed at reforming how delivery companies like Amazon operate in the five boroughs. The bill would require companies to directly employ their delivery workers rather than using the current “Delivery Service Partner” (DSP) model of independent subcontractors. It would require last-mile distribution centers to be licensed by the city, with licenses subject to suspension for safety or labor violations. In testimony regarding the DPA, Amazon representatives stated the legislation would force them to relocate delivery operations to neighboring areas like New Jersey or Long Island.
If the DPA passes, industry analysts and the New York Post suggest that shifting labor costs could increase annual shipping bills for some households by several hundred dollars. Meanwhile, other delivery-related laws that took effect in January 2026 already mandate higher minimum pay and upfront tipping options for food and grocery delivery apps.
