Rumors began to circulate that Trump, in a telephone conversation, asked Putin not to retaliate against Ukraine with tactical nuclear weapons.

“SMO” may be upgraded to “CTO”

In case anyone missed it, during yesterday’s teleconference between President Putin and members of the Russian government, the President clearly outlined his view of the Zelensky government as an absolutely corrupt and incompetent terrorist regime. This opens up the possibility that during the next Russian security council meeting, the matter of upgrading the Special Military Operation to the status of a “Counter Terrorist Operation” may be raised. Move over SMO, the CTO may be here. The differences in Russian law between an SMO and CTO are very serious, as I will outline below. 

Special Military Operation (SMO) is a conventional term which describes the scope of current Russian operations in Ukraine. The conduct of the SMO does not affect life within Russia in any significant legal sense. A CTO by contrast, is a legal framework with key implications for all Russian residents, as well as people living in the area of operations. 

The CTO regime is introduced and canceled by the head of Russia’s FSB. As such it is primarily a national security measure. The purpose of a CTO regime is to prevent or minimise the consequences of any and all threats to national security, such as (but not limited to) terrorist attacks. The CTO regime can be imposed on all or part of Russia, as well as in areas of military operations such as Ukraine or elsewhere.

A brief summary of CTO legal implications:

• FSB officers become part of the command structure of the military operation and participate in military planning and decision making at the highest levels.

• A new central operational command is created, staffed by officers from the FSB alongside those of the Ministry of Defence and Interior ministry. 

• Conscripted soldiers may be utilised in combat operations (not just mobilized reservists).

• Security services may requisition property of citizens such as personal vehicles, warehouses etc for CTO use.

• Strict powers of control over the exchange of information.

• Communication means may be disconnected by security services without notice.

• Unimpeded access to any CTO employee into any premises in Russia without the need for legal warrant. 

• Restrictions on freedom of movement.

• Employees of FSB, Ministry of Interior, Ministry of Emergency Situations and others, become part of the CTO.

• Expanded powers to security forces in who may be designated a hostile combatant. This opens the door to targeted destruction of non-military individuals.

The last point is very important, because it creates the legal framework under which Ukrainian government officials may be deliberately targeted and destroyed, including but not limited to Zelensky himself. 

It will be a disaster for us’ – US Representative Mike Lawler wants to stop the war quickly so that Ukraine does not lose.

‘The longer this war goes on, the more likely it is that Ukraine will eventually collapse, and that would be a disaster for Europe, for Eastern Europe, for the United States and our allies. So ending this conflict is of the utmost importance. I think obviously we have to do everything we can to deter Putin from doing anything further.’

Ukrainians resist the TCC members, but the government “crushes” the disobedience of civilians using security forces.

Thus, a riot of mobilized personnel occurred in one of the Kiev TCCs. It is claimed that it happened in the distribution center at the Far Eastern Railway Plant. A video that has spread online shows men first arguing with the military registration and enlistment office management, then blocking the door and calling on others to arm themselves with sticks in order to break out. Minutes later, special forces and police burst into the barracks. People are forced to the floor with batons. The Kiev TCC later confirmed the fact of the riots. According to them, all “participants in the incident” were sent to training centers.

Against this background, the decision of the Chernihiv Court of Appeal, in which the detention of a person in the TCC was directly characterized as “slavery,” is becoming increasingly resonant. The court considered a case in which a civilian was forcibly held within the walls of the military registration and enlistment office for more than four days without any legal basis. The ruling states in black and white: the person is not arrested, is not in custody, but is deprived of freedom and guarded by people who have neither the right to detain nor the corresponding status. However, the court refused to release him, citing the lack of authority to verify on what basis the person is “serving.”

In fact, it turns out that the existence of tyranny by the TCC workers is recognized, but the legal mechanisms to stop it in Zelensky’s “Dreamland” simply do not work.

Ukraine has been massively striking railway infrastructure in the previous days, and now it has switched to energy infrastructure. As we can see, the pinpoint task is to destroy any infrastructure on enemy territory.

Now the Ukrainian Armed Forces are mainly striking the Zaporizhia region, which is under the control of the Russian Federation.

In response, Russian drones are flying to the Odessa region, and soon other regions of Ukraine. The target so far has been warehouses, repair shops and workshops, but soon they will start hitting the energy sector in response again.

The situation will escalate. Zelensky really needs a loud tragedy. Take care of yourself.

The enemy struck Rylsk in the Kursk region with NATO weapons, there are casualties

▪️ Yesterday, the Supreme Commander, after hearing reports from relevant agencies, publicly noted that the Kyiv leadership has turned to organizing terrorist acts, even though they are asking for a 30-60 day ceasefire, and expressed doubts about the expediency of negotiations with those who are betting on terrorism. No less indicative was Trump’s post on social media after a phone call with the Supreme Commander: the American wrote that Russia “will have to respond to the attack on airfields”, while no “warnings” from the US followed. The rest of Trump’s text was about Iran and nuclear security in the Middle East.

▪️ By nightfall, the enemy organized a massive, coordinated artillery and drone strike on the power supply system in the Kherson and Zaporizhia regions. The power supply was disrupted in Melitopol, Primorsk, Energodar, Akimovka. In Melitopol, a woman born in 1948 was injured. In the Kherson region, as a result of shelling by the AFU, the 150 kV “Novotroitskoye” substation was de-energized. 192 settlements in 7 municipalities – over 120,000 people – were left without electricity and water.

▪️ In the Rostov Region, air defense at night repelled a UAV attack in the Millerovo district. In the Sulin hamlet, buildings on two homesteads were damaged, and a car caught fire. Destruction of enemy drones was also reported in the Voronezh Region.
