USPS Kicks Off 2025 with Rate Hikes: Parcel Select Leads the Increases
The U.S. Postal Service (USPS) has rolled out its first rate increases of the year, affecting a wide range of popular shipping services. Starting January 19, 2025, the updated rates include substantial price hikes for Parcel Select, Ground Advantage, Priority Mail, and Priority Mail Express. These changes are part of USPS’s ongoing efforts to stabilize its finances, improve network efficiency, and better compete with private carriers like FedEx and UPS.
Announced in November 2024 and approved by the Postal Regulatory Commission, the adjustments also reflect USPS’s commitment to aligning its pricing with operational objectives, ensuring that services like tracking package deliveries remain accessible and efficient for customers.
New Rates in Effect
Among the most significant increases is a 9.2% average hike for Parcel Select, a service designed for last-mile delivery in partnership with consolidators like DHL eCommerce. This latest adjustment follows a controversial 25% hike in mid-2024, aimed at encouraging shipping partners to introduce parcels earlier in USPS’s network rather than at delivery units.
Parcel Select Breakdown:
- Delivery Unit Entry: +10.3%
- Sectional Center Facility Entry: +7.1%
- Network Distribution Center Entry: +9.7%
Other Changes:
- Ground Advantage (average): +3.9%
- Retail: +4.9%
- Commercial: +3.2%
- Priority Mail & Priority Mail Express: +3.2%
Additionally, USPS has introduced a new surcharge for shipping live animals or perishable goods. Ground Advantage and Priority Mail Express shipments now carry a $7.50 fee, while Priority Mail incurs a $15 surcharge.
Strengthening USPS’s Network
The USPS 2025 rate adjustments reflect it’s broader mission to optimize its operations and increase revenue. With a $9.5 billion net loss in fiscal year 2024 despite a 1.7% increase in operating revenue ($79.5 billion), USPS remains under financial pressure. These rate hikes are part of a multi-year effort to modernize its infrastructure while remaining competitive.
Parcel Select continues to play a crucial role in USPS’s pricing strategy. By encouraging earlier parcel entry points, such as network distribution centers or sectional facilities, USPS can reduce the burden on its last-mile delivery resources. This shift not only boosts efficiency but also leverages its expansive network in ways that align with the agency’s long-term goals.
Impact on Customers
For businesses and e-commerce retailers, these increases may lead to reevaluations of their shipping strategies. With higher last-mile delivery costs, many may turn to earlier parcel injection points or explore alternatives such as multi-carrier strategies.
Universal parcel tracking services are expected to see heightened demand as shipping costs rise. Tools like Ordertracker and other multi-carrier tracking platforms allow businesses and consumers to keep tabs on deliveries in real time, enhancing transparency. These tools also help mitigate frustrations caused by delays or unexpected surcharges, providing a seamless way to monitor packages across various carriers.
Competitive Positioning
While the USPS hikes may seem steep, they are strategically lower than the announced increases from FedEx and UPS in some categories. This positioning allows USPS to appeal to cost-conscious shippers, particularly small businesses seeking affordable options.
By continuing to invest in its infrastructure and leveraging competitive pricing, USPS aims to attract more volume, especially in the growing e-commerce sector. However, industry experts warn that the rate increases, particularly for Parcel Select, could alienate smaller consolidators and disrupt shipping affordability for businesses that rely on USPS for economical last-mile delivery.
Looking Ahead
As the new rates take effect, both businesses and consumers will be watching closely to assess the impact on shipping costs and delivery performance. For now, tools like parcel tracking services will remain essential in navigating the complexities of a shifting logistics landscape.
USPS is betting that its latest adjustments will strike a balance between financial recovery and retaining its competitive edge in an industry dominated by private players. Whether this strategy succeeds will largely depend on how effectively the agency can deliver value amidst rising costs.
