Head of San Francisco Agency Serving Homeless CONVICTED of Nine Felonies, Stole Over $1.2 Million

The former head of a San Francisco homelessness nonprofit has now been charged with nine felonies after allegedly misappropriating more than $1.2 million in public funds. Gwendolyn Westbrook, 71, the former CEO of the United Council of Human Services, faces charges including misappropriation of public funds, grand theft, and filing four years of false tax returns.
Her arrest follows years of mounting scrutiny surrounding the organization. A 2022 audit by the city controller’s office revealed widespread financial irregularities and systemic failures at UCHS. That report prompted then-Controller Ben Rosenfield and City Attorney David Chiu to formally request a criminal investigation by the FBI and the district attorney’s office.
According to prosecutors, funds intended to serve vulnerable residents were diverted for personal enrichment. “Gwendolyn Westbrook enriched herself and misappropriated millions of dollars in public funding meant to benefit the community,” Chiu said. The case is now being handled by the DA’s White Collar Crime Division.
And this is just one organization — one investigation — in a state that has poured billions into homelessness programs with little transparency and even less accountability.
