The country is currently experiencing its most severe crisis since gaining independence in 1902, surpassing even the hardships of the 1990s ‘Special Period’. 

Following the U.S. operation to capture Venezuelan President Nicolás Maduro in January 2026, Venezuelan oil supplies—Cuba’s primary energy lifeline—have been cut off. The Trump administration has also threatened to impose tariffs on any country (including former supplier Mexico) which provides oil to Cuba, leading to a near-total depletion of their fuel reserves. Since 2020, an estimated 1 million to 2.75 million people (roughly 10 percent to 25 percent of the Cuban population) have fled the island, primarily younger, skilled workers. Cuban government policies like the ‘Ordering Task’ monetary reform backfired, contributing to triple-digit inflation and a massive fiscal deficit exceeding 18 percent of GDP. International tourism has not recovered to pre-pandemic levels, and the sugar harvest—once the backbone of the economy—fell below 200,000 metric tons in 2025, its lowest level in over 200 years. 

The daily reality for most Cubans is defined by extreme shortages and a crumbling infrastructure. Nationwide grid collapses are frequent, with many provinces facing rolling blackouts lasting 20 hours or more. Many residents have been forced to cook with firewood due to lack of gas and electricity. While the official exchange rate remains 24 pesos to $1, the informal market rate has soared to 450 pesos to $1. Basic staples are increasingly scarce. According to reports from the Cuban Observatory of Human Rights, roughly 88 percent of Cubans live in extreme poverty, with many skipping meals daily. Also, for the first time in history, the Cuban government has formally requested aid from the UN World Food Program to provide milk for children.

Experts believe the situation may force the government to make significant economic concessions to the U.S. to ensure survival. While the Trump administration has signaled it is open to a ‘deal’, it continues to exert “maximum pressure” to trigger a transition away from the current communist system.
