From Board of Peace to Board of Profit: Trump, Kushner, and the Gaza Master Plan Fantasy

At Davos, Jared Kushner, Donald Trump’s son-in-law and former White House adviser, unveiled a “master plan” for Gaza, a seven-slide spectacle of CGI skyscrapers, luxury apartments, data centres, and coastal resorts. Branded Project Sunrise, it promises to transform the bombed-out Gaza Strip into a high-tech Riviera. On screen, Gaza gleams. On the ground, it is a killing field. Over 70 thousands of Palestinians have been slaughtered, many of them women and children; millions are displaced and starving under siege. The United Nations has declared the situation a genocide and is accusing Israel of using hunger as a weapon. Yet Kushner’s presentation treats Gaza not as a humanitarian crisis, but as a blank canvas for profit, spectacle, and real estate development, erasing the ongoing Israeli bombardment and the engineered famine that continues to decimate civilian life.

Kushner’s pitch reads like a property prospectus. “I’m a real estate person at heart,” he told the Davos audience. “Location is everything. Look at this beautiful piece of property on the sea… People who live so poorly will live so well.” His firm, Affinity Partners, has raised more than $3.5 billion from Middle Eastern sovereign-wealth funds, investing in technology, energy, and infrastructure. Now, through Project Sunrise, Kushner seeks to extend those private interests into Gaza, a war-torn enclave whose residents have no agency in their own reconstruction. The slide deck showcases high-tech data centres, luxury beachfront towers, and sprawling residential complexes, all marketed as a blueprint for development, but built on human suffering.

The plan itself is staggering. Over ten years, $112.1 billion would supposedly rebuild Gaza from tents to penthouses. Funding includes $41.9 billion in U.S. grants, $15.2 billion in new debt, and additional private investment, with the U.S. pledging to “anchor” at least 20% of the support. “New Rafah” alone is slated to house 500,000 residents with 100,000 apartments, 200 schools, 75 medical facilities, and 180 cultural centers. Later phases project monetiaing 70% of Gaza’s coastline, anticipating $55 billion in investment returns. Every CGI rendering is a financial opportunity disguised as humanitarian reconstruction.

What the slides omit is critical: accountability. The plan assumes cooperation from Hamas and Israel, yet makes no mention of the massacres that created Gaza’s ruins. Israeli Defense Forces, backed by U.S. military aid, have leveled neighborhoods, killed tens of thousands of civilians, and enforced blockades that prevent basic necessities from reaching millions. These atrocities, often underreported in mainstream media, form the very foundation of the “investment opportunity” Kushner now markets. Starvation, rubble, and displacement are not obstacles in the plan, they are the prerequisites for profit.

Even Washington insiders are sceptical. Hamas is unlikely to disarm; wealthy donors are hesitant to bankroll a postwar reconstruction in a volatile, militarised zone; and rebuilding what Jared calls the New Gaza under siege presents near-insurmountable logistical challenges. Yet Kushner and the Trump administration continue to pitch a future Gaza that is clean, safe, and highly profitable. The slides’ gleaming skyscrapers and data hubs obscure the reality of unexploded ordnance, toxic rubble, and human suffering that persists to this day.  This Orwellian plan is set to include a data centre, luxury apartments and Riviera-like tourism.

The Davos rollout was a spectacle of political theater. Trump returned to the stage to describe Gaza as “a beautiful piece of property,” extolling the potential for luxury apartments and coastal resorts. European powers balked, citing legitimacy concerns and the inclusion of figures like Vladimir Putin and Israel’s Benjamin Netanyahu, the latter overseeing campaigns that have killed tens of thousands of civilians. Meanwhile, Gulf nations and select Middle Eastern states are courted not to end the genocide, but to fund its transformation into a high-tech playground for investors.

Morally, the plan is grotesque. It monetises trauma and abstracts human suffering into a footnote on a PowerPoint slide. Gaza is not a blank slate; it is a living catastrophe. Every projected apartment, data center, and beachfront tower sits atop mass graves, rubble, and starvation. Project Sunrise offers no reparations, no justice, and no immediate relief for the people still trapped under siege. Its optimism is a veneer, concealing ongoing violence while signalling to investors that human catastrophe can be converted into economic opportunity.

By framing Gaza as a market opportunity rather than a humanitarian crisis, Kushner and the Trump administration normalise atrocity. They treat genocide, starvation, and occupation as mere conditions to be managed and leveraged. The slides are not visions of peace; they are visions of profit, powered by U.S. financing, corporate ambition, and Israeli complicity.

The Board of Peace and Putin’s cheeky response

More than 60 countries are expected to be invited to join the “Board of Peace”, with permanent membership reportedly carrying a price tag of $1bn per state. Under the proposals, Mr Trump would serve as the board’s inaugural chair, a role he would be entitled to retain for life.

Vladimir Putin has responded to an invitation to join this new “Board of Peace” with a mix of politeness, delay and quiet provocation. Thanking Trump for the offer, Putin said Russia would first study the documents and consult with partners, signalling no rush to enlist in a US-led initiative. He then reframed the proposal around Gaza, repeatedly invoking the “Palestinian people,” the humanitarian catastrophe in the Strip and the need to abide by existing UN resolutions, precisely the framework Trump’s project seeks to sidestep. Putin capped his remarks by floating a $1bn contribution drawn from Russian assets frozen by Washington, underlining both Russia’s leverage and his ability to turn a publicity exercise into a pointed geopolitical rebuke.

Regarding Israel, Prime Minister Benjamin Netanyahu has agreed to join Donald Trump’s newly announced Board of Peace, his office confirmed on Wednesday, even as the initiative continues to face growing scepticism abroad. Sweden and Norway have both said they will stay out, while Spain indicated that European leaders are now scrambling to forge a common position on a project that has already exposed deep divisions among Washington’s allies.

In the end, Project Sunrise is not about Gaza’s people. It is about property, prestige, and profit. The towers and coastal resorts may look futuristic, but they are drawn over rubble and corpses. Kushner’s plan may promise prosperity, but it is defined by investors and elites who have never been bombed, starved, or displaced. The real Gaza, the one dying under occupation, blockade, and bombardment, is absent from the slides. Until that reality is confronted, no PowerPoint, no matter how glossy, can claim to chart a path to peace.
