REPORT: Gaza Humanitarian Foundation Third Contractor Revealed
As per a recent report from Haaretz, Arkel International, a U.S. construction and logistics firm that serves as a subcontractor for the Gaza Humanitarian Foundation (GHF), has enlisted truck drivers from several Eastern European countries, mainly from Georgia and Serbia. These drivers were brought to Israel by the American company Arkel International LLC. GHF operates four aid distribution centres in the Gaza Strip and collaborates with at least three subcontractor firms. So far, only two of these companies have been identified. One is UG Solutions, which was active in the Netzarim Corridor in January of this year, working alongside Egyptian security forces to conduct inspections at a checkpoint where the Corridor meets Salah al-Din Street. The second subcontractor is the U.S. company Safe Reach Solutions (SRS), which functions in Gaza under the oversight of the IDF, according to Anthony Aguilar, a retired lieutenant colonel from the US Army Special Forces who served as a contractor at an aid distribution site in Gaza. Both companies contribute to the security of the aid distribution facilities; however, a lesser-known third GHF subcontractor, known as Arkel International, has now come to light. This company is responsible for managing the logistics of the GHF aid distribution debacle in Gaza.
Arkel International LLC, whose website has curiously gone dark, is an infrastructure and technical services company specialising in providing construction, electrical, power generation solutions, and logistics for organisations, governments, and militaries in remote and austere environments. The company was registered in Israel as a foreign corporation on May 13, 2025, just a week prior to the beginning of operations at the GHF aid distribution centres in the Gaza Strip, and one day before Safe Reach Solutions was also registered in Israel, said Haaretz. The authorised representative for Arkel International in Israel is investment banker and entrepreneur Hezi Bezalel, who amassed his wealth in Africa through arms dealing. Bezalel has represented Israeli defense firms across various African nations, earning substantial profits, before venturing into the telecommunications sector as a mobile operator, often linked to companies with dubious histories. This connection drew the attention of the Israeli news outlet Haaretz in 2011, when they reported on the Israeli Communications Ministry’s announcement regarding the candidates who qualified for the next phase of establishing a new mobile operator in Israel. Their investigations revealed some intriguing details, including the questionable business dealings of Hezi Bezalel and his “insignificant or inactive companies”, according to their March 2011 report.

As reported by Haaretz, the GHF operation in Gaza was launched by officers from the IDF Southern Command, unbeknownst to the wider defense establishment, and was coordinated through the Prime Minister’s Office. Initially, Arkel International was slated to build the distribution sites within Gaza – however, the IDF ultimately took on this responsibility. At present, the primary function of the company involves transporting goods from the loading area at Kerem Shalom to distribution centers throughout the Gaza Strip. The trucks operated by Arkel were previously owned by the Israeli logistics firm Millennium. According to the report, Arkel’s trucks enter the Gaza Strip in lengthy convoys, lacking license plates, and are protected by personnel from various contractor companies. The trucks that Arkel International is currently using were formerly owned by the logistics firm “Millennium,” and the logo of that company has been painted over on the vehicles.

Arkel International LLC has been officially registered in Louisiana, U.S., since 2005 and in SAM.gov since June 2002. The company established its presence in Israel as a foreign corporation on May 13, 2025, just a week before the beginning of operations at the GHF aid distribution centers in the Gaza Strip. Arkel International (Israel) was also registered one day before Safe Reach Solutions was registered in Israel. Notably, at least one executive from Arkel has been residing in Israel since October 2024, says the report.. As per US records, Arkel International, L.L.C. serves as a contractor for the US government, primarily holding contracts with the US Department of State and the US Department of Defence (U.S. Army Corps of Engineers -USACE). Since 2010, the company has been awarded over a hundred contracts worth hundreds of millions of dollars from the U.S. administration. The sole owner of all shares in Arkel International LLC is George H. Knost III. Interestingly, Arkel International LLC CEO John Moore is a former Vice President at Lockheed Martin IS&GS.

Arkel International possesses three major Indefinite Delivery Contracts (IDVs) that emphasise its strategic role in US federal contracting. The first contract is a $20 million multiple-award IDC with the Department of State Bureau of Overseas Building Operations, focusing on residential generators and automatic transfer switches globally. This contract was awarded in November 2020 and is set to continue until November 2025. The second IDC, which is valued at nearly $10 million and was awarded in September 2024, pertains to energy storage system containers and associated services, extending through September 2029. The third contract is a significant $495 million multiple-award IDC with the U.S. Army Corps of Engineers Honolulu District, aimed at design-build and design-bid-build construction services in the Kwajalein Atoll, Republic of the Marshall Islands, with a base period of 5 years lasting until September 2029. These IDVs empower Arkel International to deliver essential infrastructure, power systems, and construction services across a wide range of geographical areas and federal agency needs.
It is not quite clear how Arkel International got involved with GHF, but one thing is for sure according to the Haaretz report, is that a month prior to the official registration of the company in Israel, conversations were already in progress about its formation, which suggests that Arkel International LLC was part of the GHF so-called humanitarian project in Gaza from day one. What’s even more suspicious is that Arkel International took its website down after April 2025. Today, the archived webpage for the https://arkel.com/ site is only allowing access until April 24 2025. The option to review the webpages as they were in July 2025 has been deactivated.
