“Do not answer, do not answer.” (The reason for the ‘do not answer’ is so that aircraft would not give away their position.)

“I say again.” (Repeat the entire message.)

I often hear the (military?) callsign of “Sky King” and would like to
know what type of aircraft or activity is associated with it. The
callsign is usually used in this manner:
“Sky King, Sky King, do not answer. alpha, foxtrot, 2,7, lima” etc.
This is usually repeated 3 times then followed by a message.

In the U.S. military’s strategic nuclear weapon command and control system, an Emergency Action Message (EAM)is a preformatted message that directs nuclear-capable forces to execute specific Major Attack Options (MAOs) or Limited Attack Options (LAOs) in a nuclear war. Individual countries or specific regions may be included or withheld in the EAM, as specified in the Single Integrated Operational Plan (SIOP).
EAMs utilise cryptographic protocols (including such methods as digital signatures) to authenticate the messages, thereby ensuring that they cannot be forged or altered.
In the United States, the EAM will be issued from the National Military Command Center (NMCC) at the Pentagon or, if it has been destroyed by an enemy first strike, by the Alternate National Military Command Center - Site R at Raven Rock or by the Boeing E-4B National Airborne Operations Center (NAOC).

The Foxtrot (Noah’s Ark) Message
(Note: much of the following information comes from Fred Teeter’s detailed notes that he took during his console operator training in the mid 1970’s with additional information provided by Paul Kelley’s prodigious memory of his time as a Radician at Fox Main in the early 1960’s.)
The Foxtrot (Noah’s Ark) message was a form of Emergency Action Message (EAM) that was (and still is) transmitted periodically and whose purpose was considered classified. The message was sent to the DEWLine stations periodically from the Data Centers at the Main Stations and then relayed to aircraft in a blind radio transmission. While in console operator training at Streator Ill in the 1970’s, trainees were told that the transmissions were to be made on 236.6 MHz. In actual practice, in the 1960’s on the DEWLine, transmissions were made on the UHF emergency frequency of 243.0 MHz. This may have changed to 236.6 MHz in later years.
Although classified, the Foxtrot message was widely known as being part of the Strategic Air Command’s (SAC) positive control program for sending the Go-No Go message throughout their system. While its purpose has changed over the intervening years you can still here the “Skyking, Skyking” transmissions on specified HF frequencies (see below) of the USAF’s HF-GCS (High Frequency – Global Communication System).
