Germany can’t impose anything on Europe, they can ask, but they have no authority to dictate. No more than any other bank can dictate to another country. Greece for example could write off it’s debt to the German bank it owes money to, by giving them the receipt of money given to Germany after WW2 to bail them out. And that is only in context with countries using the Euro, not Europe.
