A recent analysis by Suzuki Law highlights the complex economic footprint of crime response across the United States, revealing stark contrasts in how states fund law enforcement, judicial systems, and related services. Based on data compiled from RAND, The Journal of Law and Economics, and government sources, the study outlines how spending correlates with crime patterns but does not always predict them.

Nationwide, the financial burden of crime exceeds five trillion dollars annually. This figure includes direct expenses like policing and incarceration, as well as indirect costs tied to medical care, family disruption, and productivity loss. Taxpayers spend nearly $3,000 per person each year to support criminal justice operations.

Violent crime imposes some of the heaviest costs. The report estimates that a single murder results in $32,319 in expenditures, while rape costs $3,163 and aggravated assault $1,373. Property-related offenses, though less expensive on a per-case basis, still represent a sizable financial toll, with theft and burglary averaging $400 per incident.

State comparisons show wide variation. California leads with legal service costs reaching $10,000 per crime, followed by New York and Texas. In contrast, states like North Dakota and South Dakota spend below $2,100, suggesting lower administrative overhead or different justice models.

Police budgets also differ. Alaska ranks second in per capita police expenditures behind California, while states such as Nebraska and Vermont spend less than $400 per person. This gap underscores different enforcement strategies and priorities.

Crime rates do not always align with funding. For example, Alaska, despite high per capita police spending, reports nearly 760 violent incidents per 100,000 residents. Vermont, with much lower law enforcement funding, sees fewer than 222 incidents per 100,000. These trends suggest that factors such as urbanization, community trust, and local policy play influential roles.

Suzuki Law’s research further evaluates the costs linked to criminal justice-related injuries and medical care. The average expense for nonfatal injuries treated in emergency departments reaches $6,620 per person, with additional losses from missed work and rehabilitation. Specific crimes carry different arrest-related costs. For instance, sexual assault is associated with nearly $78,500 in testing and processing expenses.

Probation, substance use, and mental health cases add to the fiscal strain. Incarceration connected to nonmedical opioid use costs over $12 billion each year. Psychiatric drug expenditures among inmates exceed $8,000 per 100 prisoners annually. These details reveal the layered impact of crime on public health and social services.

The report calls attention to cybercrime and drug-related offenses, which collectively cost more than $250 billion annually. Costs attributed to victim losses, security upgrades, and opportunity loss are also substantial, underscoring the broader implications of crime beyond direct interactions.

By mapping these patterns, Suzuki Law aims to inform policymakers, legal professionals, and communities on where investments in crime response are effective and where reforms may be needed. The study serves as a data-driven resource for understanding how crime impacts public systems and taxpayer obligations at every level.
